Upgrade cargo-dist from 0.30.3 to 0.32.0 and regenerate the owned release workflow. This fixes the Release failures caused by Dependabot updating generated action versions without updating the generator. cargo-dist 0.32.0 now emits the current checkout, artifact, and attestation action versions itself, so accepts the checked-in workflow. Validated locally on current main: cargo-dist 0.32.0 provider catalog and docs generator checks using the CI-pinned gh 2.93.0
