Update clap_mangen from 0.2 to 0.3OpenPR

See https://github.com/clap-rs/clap/blob/clap_mangen-v0.3.3/clap_mangen/CHANGELOG.md. No source-code changes were required. Tested by running and by a quick visual inspection of the generated man pages.
