The bttf "flexible" parser cannot parse its own outputClosedIssue

On my M1 Mac 26.5.1, running gives "2026 M06 10, Wed 15:38:11". Parsing this with fails with a parse error. The "flexible" option should be capable of parsing the tool's own output.

cargo: make the `locale` feature the defaultMergedPR

This should set the ground to avoid having the weird output when the locale isn't known. This won't fix it entirely because the environment variable still needs to be set.
