Bumped rand_core to 0.10OpenPR

Increased version from v0.9 to v0.10 and dev dependency version to v0.10. Most changes are a find and replace for -> and the impls in src/tests/mock_rng.rs to infallible . This reflects v0.14's version bump to and resolves #151 and #152
