if pre flag is set on a non-prerelease version, the usual bump will happen but also append . if pre flag is set on a prerelease version, we bump the prerelease version instead, no matter what kind is called. if pre flag is not set on a prerelease version, we drop the prerelase version, no matter what kind is called.
