fix to run on non-us location + cloud build stepOpenPR

Hi Kelsey! Great work on this connector. I was just now following your tutorial to test it and OPA and decided to add an additional step to run a build job on cloud build. Also changed the region flags since I hit on some blockers (cloud build bucket gets automatically created by default on US, which is not ideal for me) Hope this helps in some way. Cheers, Ricardo
