FULL stack with TerraformOpenIssue

@kelseyhightower Thanks for this! I wish I'd found this sooner as it uses persistent storage. I do something similar with full HashiStack and Terraform. As long as your GCR image registry is built, deploy Consul, Nomad, Vault, Waypoint, Boundary services all in GCR singletons in under 100 lines of Terraform. Outputs include a full list of endpoints that you can export to your team or other workspaces. All for as little as ~$1 a month. Add Region env varMergedPR

I wanted to try this in us-central1 instead of us-west1, so I made the REGION an env var. I also noticed vault didn't like the gs:// prefix, so I moved it out of the env var.
