Bootstrap VM in in one stageOpenPR

Here's a suggestion for bootstrapping the VM in just one stage. Tested on QEMU with the release-21.11 ISO image.

Quick question: any reason `nix-direnv` isn't enabled? It can significantly speed up direnv loads.ClosedIssue
