Add decimalMark combinator to customize used decimal markMergedPR

Usage: format (precision 3 <> decimalMark ',') pi "3,142" I'm not entirely sure whether localization is within the scope of this library. What do you think? As for the "hack": I don't think there's a cleaner solution if reusing the instance(s) is a priority or is there?
