Document change from includePaths to loadPaths in v4 release notesClosedIssue

It's probably a coincidence this worked up to no, but the cut over to the modern API appears to have finally removed this option. I don't think any backwards compat or code change is needed (there is some commented out test for this), but it might be good to just add to the release notes, so any automated bumping PRs can make it clear why CI might fail.
