fix the broken buildMergedPR

Current repo is not in healthy condition. and scripts are broken. In the case of attempting to deploy to Vercel, I see the following error: Dependencies are outdated, expecting Node 16-19. Since 20 is outside that range, updating dependencies is the simplest way to get this repo back up & running. Here are the highlights: TESTING:** After applying these changes to my own clone, & scripts work without issue & I was able to deploy successfully to Vercel.
